Low Carbon Program Coordinator

Job Function

The Program Coordinator will support the OGCI workstreams and taskforces to deliver their objectives, both on a day-to-day basis as well as for the content preparation (see below for further details). It is expected that the Project Coordinators main focus will be decarbonizing the transport sector as well as on Hydrogen while supporting other workstreams.
The Program Coordinator will also contribute to the work delivered internally by the Strategy and Policy team.

In September 2021 OGCI launched a new strategy, articulated around 3 pillars, which could be summarized as follows;

1) Getting to net zero operations, focusing on the Scope 1 and 2 of the operated (and influence the non-operated) assets of our member companies.
2) Influencing the rest of the O&G industry.
3) Supporting society to decarbonize.

The OGCI work structure is concentrated around Workstreams and Taskforce, composed with experts from the member companies and supported/coordinated by the Strategy & Policy team. The workstreams and task forces are dedicated to the following topics, with each contributing in a variable manner to the various strategic pillars;
  • Decarbonizing the oil and gas industry (Methane, Carbon intensity, Energy Efficiency, etc).
  • Supporting society to decarbonize (CCUS, Hydrogen, Natural Climate Solutions, etc).
  • Transparency (reporting).
  • Workstreams’ objectives and workloads can slightly vary from one year to another.
The workstreams are supported and coordinated by the Strategy & Policy Team (S&P). The role of the S&P team could be summarized as follow:
  • Propose strategic direction & actions to member companies.
  • Challenge OGCI companies progress vs world progress – keep OGCI as a leading group of players to enable the rest of the industry to embark on a low carbon transition.
  • Act as an internal consultant for the Excom to deliver work items.
  • Facilitate and expand/elevate alignment across OGCI member companies on specific topics.
  • Engage key stakeholders and be the voice of OGCI at high level events.
  • Appropriately store & maintain knowledge.
The Program Coordinator will be part of the S&P team. The Program Coordinator will support the coordination between 2 and 3 of these workstreams/Taskforce working alongside other S&P staff. Specific responsibilities and accountabilities to the role are listed below;
  • Support the definition of the Transport WS strategy.
  • Prepare the annual work programme and ensure its delivery across Member Companies.
  • Communication and Outreach.
  • Knowledge Management.
  • Collaborate and support the Reporting Task Force on a part-time basis.

Key Responsibility Areas

With support from the Programme Oversight Group, the Programme Manager is responsible for managing the delivery of the MGP Annual Workplan. The MGP Annual Workplan planning cycle involves:

  • Working with signatories and supporting organisations from August to establish a Workplan aligned with MGP’s Strategy, Priorities and Governance Framework.
  • The proposed Annual Workplan will be finalised by end-November and will be submitted to the Steering Committee for approval at the Annual face-to-face Roundtable (which will be scheduled in January of the following year).
  • Following approval of the Annual Workplan at the Annual Roundtable, the Programme Manager will be responsible for coordinating the different activities of the approved Workplan, engaging with Activity leads, supporting, and driving progress of the activities, coordinating between activities of the MGP and external organisations’ effort and reporting back to the Programme Oversight Group and MGP Steering Committee.
  • A mid-year Roundtable might also be added to the MGP calendar.

Main Responsibility and Accountabilities

For the assigned workstreams and in coordination with the Program manager:
Strategic Execution of the Workstream Mission
  • To assist the Programme Manager, Workstream lead (member company) and the S&P team in defining the strategy, preparing the annual work programs and driving the ambition of the workstream.
  • To develop and deliver the Workstream’s ambition: providing market insights, external policy view, launching and following tender process, ensuring smooth delivery across all Member Companies.
  • To be the focal point for OGCI workstream related matters.
Coordination and Planning
  • To be accountable for creating connections across the OGCI member organizations and building strong trust-based relationships.
  • To be accountable for the planning, organization, and facilitation of monthly / regular Workstream meetings/virtual meeting and calls, producing and circulating meeting agendas and minutes.
  • To be accountable for the planning, organization and facilitation of any extra sub working group needed to deliver the workplan (working groups are thematic in one activity of the workplan and generally form a smaller group of leading companies).
Communication and Outreach
  • To identify opportunities for engagements, create /nurture relationships with key stakeholders.
  • To coordinate meetings to introduce OGCI Workstream’s strategy / vision with institutions, universities, Non- Governmental Organisations (NGOs), etc.
  • To identify international opportunities for communication and outreach, organized by OGCI or external stakeholders.
  • To liaise with the Communication team when a plan is agreed to deliver the above events.
  • To represent/assist the representation of OGCI at various international external events and with external stakeholders in close coordination with the Program manager, Workstream lead and the Vice President, Strategy and Policy.
  • To prepare briefing notes for the Strategy and Policy team as well as external speeches and presentations.
Knowledge Development and Sharing
  • To build internal capability by mentoring and supporting colleagues in the OGCI and Member Companies, encouraging the sharing of knowledge and expertise.
  • To identify and pursue continuous self-development through training and work experience.
  • To keep and maintain a shared documentation database for the Workstream members, including minutes of various meetings, reports and useful literature sources.
  • To guarantee a continuous high level of knowledge of the science and regulations on climate change from main data sources (e.g., International Energy Agency, Intergovernmental Panel on Climate Change, World Bank (CPLC), Non-Governmental Organisations (NGOs), United Nations Framework Convention on Climate Change (UNFCCC), Nationally Determined Contributions(NDCs), etc.) and other interesting data providers (Climate Action Tracker, Climate analytics, New climate economy, etc.) relative to the Workstreams matters.
  • To take leadership in information sharing, notably by developing a newsletter for the Member Companies, Climate Investments and any other internal stakeholders.

Education and Professional Qualifications
  • The ideal candidate will have a master’s degree in Engineering or international policy diploma in the energy sector.

Experience and Technical Competencies

  • Good balance between technical, management and policy/economic in the low-carbon economy challenge.
  • Research & data analytic competences and proficiency in use of Excel & model competencies are welcomed.
  •  Scientific mindset & rigour, backed with strong analytical skills (engineering background is preferred).
Previous experience / knowledge of:
  • Project management experience is advantageous but not mandatory.
  • Climate change is advantageous but not mandatory.
  • Energy sector is advantageous but not mandatory.
  • Climate institutions map, the climate agenda and the critical milestones.

Behavioural Competencies

  • Well organized with the ability to work collaboratively with a small and versatile team to pool needs and action plans.
  • Ability to undertake multiple assignments, work under pressure to deliver short term deadlines and long-term annual objectives, with a strong sense of prioritization / Synthesis and an action-oriented mindset.
  • Ability to quickly grasp and understand new topics, subjects and themes and clearly synthetize in written and oral form, including communicating and presenting to the team / Workstream members.
  • Good judgement and well-developed diplomacy skills.

Additional Information

  • The position is based in London, UK.
  • Eligibility to work in the UK is mandatory.
  • We operate a hybrid working model for all our office-based roles. 
  • From time to time you  will be expected to travel for face-to-face meetings.
  • Travel and subsistence will be reimbursed.
  • Diverse locations of OGCI may result in out of hours meetings/calls, as required.
